Romanian Water and Energy Networks Targeted in Coordinated Cyberattack During Holidays

Summary Points

  1. Romanian critical infrastructures, including water management and energy sectors, were targeted during the holiday period, revealing vulnerabilities in essential services.
  2. The Oltenia Energy Complex and Romanian Waters experienced significant cyberattacks using ransomware (‘Gentlemen’) and ‘living off the land’ tactics, disrupting their IT systems.
  3. These attacks, occurring during times of reduced operational readiness, appear to be part of a deliberate, strategic campaign exploiting dependencies within Romania’s infrastructure.
  4. The incidents emphasize the growing threat to critical national services from sophisticated hacking groups, with attackers focusing on administrative IT layers to map and weaken essential systems.

The Core Issue

Over the holiday period in December 2025, Romania’s critical infrastructure faced a series of coordinated cyber attacks, targeting essential services such as water management and energy production. On December 20, attackers disrupted Administrația Națională ‘Apele Române,’ Romania’s water authority, encrypting files and disabling systems, including servers, websites, and email services. Shortly after, the Oltenia Energy Complex, the country’s largest coal-based power producer, fell victim to a ransomware attack called ‘Gentlemen,’ which encrypted vital operational and administrative data. These incidents, reported by official agencies and cybersecurity firms, differed in methods but shared a common strategic goal: targeting administrative IT layers rather than operational technology, exploiting vulnerabilities during a period of reduced operational readiness. Experts suggest this pattern is deliberate, aiming to map and weaken Romania’s critical dependencies—such as the water authority’s control over dams and water flows—to undermine the country’s energy stability, relying on reconnaissance, compromised credentials, and stealthy tactics to launch the assaults during a time when defenses are lowered.

Risk Summary

Cyber attacks, like the one targeting Romania’s water authority and energy producer during a holiday campaign, can happen to any business, regardless of size or sector. Such attacks can cause operational disruptions, data breaches, and financial losses, damaging your reputation and trust with customers. Because attackers often exploit holiday periods when staff availability is limited, the risk increases. As a result, your business could face halted services, compromised safety, and costly recovery efforts. In short, no organization is immune; therefore, it’s crucial to implement robust cybersecurity measures and preparedness plans to safeguard operations before an attack strikes.

Possible Action Plan

In the face of sophisticated cyber attacks targeting critical infrastructure like water authorities and energy producers, swift and effective remediation is vital. Delays in addressing vulnerabilities or breaches can lead to severe disruptions, environmental hazards, and compromised public safety, especially during coordinated campaigns exploiting holiday vulnerabilities when response capacity may be stretched.

Containment Strategy

  • Isolate affected systems to prevent further spread
  • Disable compromised network access and accounts

Assessment & Analysis

  • Conduct detailed forensic investigations to identify attack vector and scope
  • Collect and preserve logs for evidence and analysis

Communication & Notification

  • Notify relevant cybersecurity and regulatory authorities promptly
  • Inform internal stakeholders and prepare public communication if necessary

Remediation & Recovery

  • Apply security patches and updates to vulnerable systems
  • Remove malicious software and unauthorized access points
  • Restore systems from secure backups ensuring integrity

Strengthening Defenses

  • Implement advanced threat detection tools and monitoring
  • Conduct vulnerability assessments and penetration testing regularly
  • Enforce strict access controls and multi-factor authentication

Policy & Training

  • Review and update incident response plans
  • Train staff on cybersecurity awareness and phishing prevention

Continuous Monitoring

  • Maintain ongoing surveillance of network activity
  • Prepare for rapid response to any signs of recurrent or new threats
