Fast Facts

  1. Ransomware hit technology providers serving some RRBs in 2024.
  2. NPCI isolation during the incident left customers unable to access payment systems.
  3. Emerging AI models were flagged as a potential threat to banking systems.

Threat, attack techniques, and targets

Regional rural banks (RRBs) face changing cyber threats. An executive also warned that new AI models pose a threat to the banking system. The report does not describe specific AI attack methods.

In 2024, ransomware hit technology service providers that served some RRBs. The targets include RRBs, their technology providers, and banking and payment systems.

Impact, security implications, and remediation

As a result of the ransomware incident, customers could not access payment systems while NPCI isolated affected services. This incident shows how attacks on service providers can disrupt customer access.

Under the Utkarsh reform agenda, RRBs plan to establish cybersecurity operations centres with threat intelligence, log management, and SIEM capabilities. They also plan regular vulnerability assessments and penetration tests, incident detection and response, and automated reporting and escalation. In addition, RRBs will deploy fraud risk systems and strengthen oversight with support from sponsor banks.

The report does not provide incident specific remediation steps. Therefore, RRBs should obtain guidance from relevant vendors or authorities.
