Problem Explained

According to the ENISA report covering July 2024 to June 2025, a staggering 77% of reported cybersecurity incidents were DDoS (Distributed Denial of Service) attacks, primarily perpetrated by hacktivists aiming to disrupt online services. These attacks bombard victim servers with massive amounts of data requests, causing them to crash temporarily, which, although often less damaging than ransomware assaults, can still cripple operations across entire supply chains. The report highlights that public administration, especially diplomatic and governmental institutions within the EU, are among the most frequently targeted sectors, suffering from cyberattacks carried out by hacktivists and state-backed groups pursuing cyber-espionage goals. ENISA Director Juhan Lepassaar warns that the growing reliance on digital systems increases the ripple effect of such disruptions, emphasizing the serious risk they pose to critical infrastructure and national security.

Critical Concerns

The recent ENISA report highlights that Distributed Denial of Service (DDoS) attacks, making up 77% of reported cyber incidents between July 2024 and June 2025, present a significant threat, primarily driven by hacktivist groups rather than cybercriminals, because these attacks overwhelm target servers with massive data requests, causing temporary outages that can disrupt entire supply chains. While the damage from DDoS attacks tends to be less severe than ransomware, their widespread frequency underscores the vulnerabilities in digital infrastructure. Public administration emerges as a primary target, accounting for over a third of attacks, especially against diplomatic and government institutions, often motivated by hacktivist and state-sponsored espionage efforts. Juhan Lepassaar, ENISA Director, emphasizes that increasing reliance on digital systems amplifies the risk of widespread disruptions, underscoring the urgent need for robust cybersecurity measures to safeguard critical governmental and infrastructural functions.
