India Reverses App Mandate Amid Rising Surveillance Fears

Top Highlights

  1. Government Retraction: India’s government withdraws an order mandating smartphone manufacturers to pre-install an undeletable cybersecurity app, Sanchar Saathi, following public and industry backlash.

  2. App Impact: Launched in January, Sanchar Saathi aims to combat mobile crimes, achieving over 14 million downloads and reportedly deactivating millions of stolen devices and tracing others.

  3. Public Concerns: Pushback stemmed from fears of surveillance and privacy violations, especially given India’s history with state surveillance tactics like the use of spyware.

  4. Call for Transparency: Experts suggest improving public understanding of the app’s security benefits and the permissions it requires, rather than enforcing mandatory installation to enhance adoption.

India’s Government Retreats on App Mandate

India’s government has rolled back a controversial order. Initially, the Department of Telecommunications mandated that all smartphone manufacturers must pre-install a state-issued cybersecurity app called Sanchar Saathi. This app aimed to combat mobile phone theft, spam, and fraud. However, public backlash quickly followed. Many citizens, as well as manufacturers, expressed concerns over privacy and government surveillance. On December 3, the DoT retracted the order. They stated that Sanchar Saathi’s growing acceptance negated the need for a mandate. Thus, the app will remain available but not forced upon users.

Understanding the Implications

Sanchar Saathi allows citizens to report lost or stolen phones and combat various forms of cybercrime. Despite boasting over 14 million downloads, many fear potential misuse of the app for surveillance. The Indian government has previously faced scrutiny for privacy violations. Concerns persist because many feel the app could serve surveillance purposes as much as security ones. While citizens should be protected under a 2017 Supreme Court ruling, skepticism remains. Thus, experts suggest increased transparency could be a better approach. Clear communication about the app’s functions and permissions may encourage voluntary adoption without government mandates.
