Fast Facts

  1. The Silent Lynx threat group targets CIS governments with sophisticated infection chains leveraging macro-enabled documents, PS2EXE downloaders, GitHub-hosted PowerShell scripts, and WinRAR exploits (CVE-2025-8088) to establish remote access via custom reverse shells like FoalShell and PickleShell.
  2. Their campaigns primarily focus on water infrastructure, energy, diplomacy, and trade sectors across nine CIS countries, utilizing spear-phishing with official-looking documents and compromised government email accounts.
  3. Recent activities show the group expanding capabilities, including exploiting WinRAR vulnerabilities and deploying cross-platform tooling, indicating ongoing targeted espionage with geopolitical and resource management interests.

The Threat, Techniques, and Targets

The group called Silent Lynx is behind recent attacks targeting governments in the Commonwealth of Independent States (CIS). They have been active from June 2025 to August 2026. They use different methods to infect their targets. These include macro-enabled documents, specially crafted WinRAR archives, and PowerShell scripts hosted on GitHub. They also use downloaders built with PS2EXE and initiate attacks by exploiting CVE-2025-8088 in WinRAR. Their goal is to deploy reverse shells such as FoalShell, Chvost, Laplas, and PickleShell. These shells give attackers remote control over compromised computers. Silent Lynx mainly targets agencies related to diplomacy, energy, and environment. Their campaigns focus on countries like Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Armenia, Azerbaijan, Russia, and Belarus.

Impact, Security Implications, and Remediation Guidance

The attacks pose serious risks. They can lead to unauthorized access, data theft, and disruption of government systems. Because they use different infection methods, defenders need to be especially vigilant. Silent Lynx’s focus on sensitive regions and sectors suggests they seek valuable intelligence. To protect organizations, it is important to review security practices and strengthen defenses against malware delivery techniques used by Silent Lynx. If you need specific steps to improve security, it is recommended to contact the relevant vendor or security authority. Relying on expert guidance will help ensure proper remediation measures are taken.
