In June 2024, Google’s Chrome Root Program decided to stop trusting new TLS certificates from Entrust. This was because of repeated failures in compliance and technical issues. The decision was necessary to protect users, but it also revealed a bigger problem. When a trusted root is removed, it affects many services linked to it. This chain includes website security, code signing, and digital certificates used by businesses. Historically, when a Certificate Authority (CA) is compromised, the IT teams handle the crisis quietly. They replace certificates quickly, and customers often do not notice. However, this approach ignores the bigger picture. Trust is not just technical; it is about coordinated response and planning for the “morning after” when trust is broken. Without a clear plan, the fallout can be widespread, affecting entire sectors. The challenge now is building a system that manages trust continuity, just like we prepare for power outages or DNS failures. It requires proactive planning and testing before crises happen, not just reacting when they do.

Why Trust Continuity Needs a National Strategy

Today, multiple organizations oversee different parts of digital trust. The cybersecurity agencies, standards groups, and government bodies each handle their own areas. Yet, no one is responsible for managing trust across all sectors when a major root is distrusted. This fragmented system means the “morning after” is often chaotic. For example, if a regional bank’s certificate authority is distrusted, it could become unable to process transactions. Customers get locked out, and regulators demand answers. Meanwhile, competitors using different issuers continue normally. To prevent such disruptions, many suggest creating a national-level plan for trust management. This plan should include testing and rehearsing responses before a crisis occurs. It should also designate a lead authority to coordinate efforts across sectors. Planning and preparedness will make the difference between a minor hiccup and a widespread crisis. As cryptography evolves for future threats, and AI makes attackers more capable, having a clear strategy becomes more urgent. Trust in digital systems is vital, and it needs to be treated as a national infrastructure, with playbooks and coordination in place well before trouble strikes.
