Top Highlights

  1. Nation-state and hacktivist actors exploit remote access misconfigurations, legacy device vulnerabilities, and default passwords to target critical OT infrastructure, aiming to disrupt operations and cause physical harm.
  2. Advanced adversaries leverage frontier AI models to automate vulnerability discovery, develop exploits rapidly, and conduct coordinated, wide-scale cyber-physical attacks.
  3. Insufficient segmentation, weak remote control security, and poor inventory management in legacy OT systems increase the risk of unauthorized access, lateral movement, and catastrophic physical failures.

Threat, Attack Techniques, and Targets

The NSA identified that cyber threats to Department of War (DoW) critical operational technology (OT) systems are evolving. Attackers often exploit weaknesses in remote access, legacy devices, and default passwords. Nation-state actors and hacktivist groups have targeted water, wastewater, and energy systems. They use methods like remote-access misconfigurations, cyber-physical exploits, and automation of complex attack steps. Advanced tools, including frontier AI models, help adversaries find vulnerabilities faster, develop exploits, and coordinate multi-target attacks. These groups aim to disrupt operations, cause physical harm, or demonstrate cyber capabilities.

Impact, Security Implications, and Remediation Guidance

These threats can lead to system disruptions, physical damage, or operational failures. Unauthorized access might result in data theft, sabotage, or dangerous process alterations. Therefore, protecting OT environments is critical for national security and operational safety. The NSA recommends implementing zero-trust controls focusing on continuous verification, strong authentication, network segmentation, and asset management. For legacy systems, it’s essential to restrict remote access, secure communications, and harden controllers and networks. To reduce operational risks, organizations should prioritize passive assessments like log analysis and configuration audits, and use secure gateways and micro-segmentation. Remediation guidance should be obtained from the relevant vendor or authority to ensure proper implementation of security controls.
